Attorneys Already Using ECF in Other Districts

You must have a full version of Adobe Acrobat (not just the free "Reader") to successfully complete the registration process, use the court's local bankruptcy forms (LBF's), and comply with the court's requirement to file any documents you create in a text-based PDF format.

To register:

Complete the Attorney Registration Form and save it to your computer.
Use the Attorney Registration web page to enter additional registration information and submit the registration form.

Upon receipt of your registration, the court will verify admission to the U.S. District Court for the District of Oregon, if applicable, and issue an ECF login and password via email.

Creditors

An ECF login and password is not required to create, file, amend and withdraw a Proof of Claim in any chapter. You may use ePOC instead. The ePOC system also allows you to file a Rule 3002 Supplement (Notice of Mortgage Payment Change, Notice of Postpetition Fees, Expenses, and Charges, or Response to Notice of Final Cure Payment) whether or not a claim has been filed. Click here to access ePOC.

Creditors may register to electronically file address changes, special notice requests, notices of appearance, and reaffirmation agreements. As of June 1, 2011, creditors filing more than 10 documents annually with the court must file electronically using ECF.

To register:

Complete the Creditor Registration Form and save it to your computer.
Use the Creditor Registration web page to enter additional registration information and submit the registration form.

Debtor Education Providers

Debtor Education Providers may file Financial Management Course Certificates on behalf of debtor(s) per FRBP 1007(b)(7). Approved personal financial management course providers are permitted to file the Financial Management Course Certificate electronically using eFinCert. An ECF login and password is not required to use eFinCert. Click here to access eFinCert.
