Chief Judge Sidney R. Thomas of the United States Court of Appeals for the Ninth Circuit announced today the appointment of Portland attorney Peter Chaffin McKittrick to the U.S. Bankruptcy Court for the District of Oregon. Mr. McKittrick will fill a vacancy resulting from the retirement of Bankruptcy Judge Elizabeth L. Perris, who will step down January 11, 2015. Proposed changes to the Local Bankruptcy Rules (LBRs) and Local Bankruptcy Forms (LBFs) have been posted for review. If adopted, these rule and form changes will be effective December 1, 2014. Pay.gov, the company that processes internet credit card transactions for the U.S. Courts, has notified all bankruptcy courts that transactions processed yesterday, September 16, 2014, were inadvertently billed to customer credit cards twice. Incorrect charges are now being reversed. Affected customers will see the reversal on their statements by tomorrow. We apologize for this inconvenience. The Court is pleased to announce the launch of its newly redesigned website on September 5, 2014. The new website features a user-friendly look and feel, a more robust search capability, and accessibility features such as the ability to change the text size and a read-aloud feature (called BrowseAloud). LBF #100.3, Debtor's Motion for Extension or Exemption Re Credit Counseling/Financial Management Course, has been modified to correct the period in which the debtor could not obtain credit counseling services to 7 days.

Click here to view the filing fee increases effective June 1, 2014. The Judicial Conference recently approved fee increases for filing an adversary proceeding complaint and the administrative fee in all chapters, which increases the fee for filing a petition and for filing a motion to divide (sever) a joint case.

Click here for LBF #1300.14, an updated version of the Chapter 13 Plan. This form must be used in all Chapter 13 cases filed on or after June 1, 2014, and is optional for use in cases filed between now and June 1. To avoid inadvertent changes in plan administration, any amended plan must be filed on the same version of the Chapter 13 Plan form as the original plan.

Beginning Friday, February 21, 2014 at 6:00 PM PST, ECF and related systems (PACER, VCIS, ePOC, eFinCert, and Judges' and 341 Meeting calendars) will be down starting at 6 PM PST on Friday, February 21, 2014 for migration to a nationally hosted server. Debtor Education Providers and attorneys can use eFinCert to electronically file a Personal Financial Management Course Certificate. Using eFinCert does not require an ECF login and provides an electronic filing receipt. More information is available on the court's website under the Filing tab of the Home page.

On Monday, January 13, the Court will discontinue its current ECF Help Desk. Assistance with ECF registration, electronic filing, and other matters may be obtained via a new email portal on the court's website or by calling the appropriate court staff member.
