BNC SERVICE DISRUPTION

Updated:  10/22/2026

The United States Bankruptcy Court for the District of Oregon is currently experiencing an interruption in the transmission of official court notices due to a nationwide service disruption affecting the Bankruptcy Noticing Center (BNC).

As a result, the BNC is temporarily unable to process and distribute electronic and paper notices on behalf of the Court.

The following websites and services are also affected:

  • Bankruptcy Noticing Center: bnc.uscourts.gov
  • Bankruptcy Notices: bankruptcynotices.uscourts.gov
  • Electronic Bankruptcy Notices: notices.uscourts.gov
  • National Creditor Registration Service (NCRS): ncrs.uscourts.gov

The Court's CM/ECF system remains operational. Notices of Electronic Filing (NEFs) continue to be transmitted to registered electronic filers through CM/ECF.

Information Regarding Notice and Service During BNC Service Disruption

The Court has entered General Order 26-3, which requires debtors or their attorneys to mail 341 Notices to creditors and related documents in cases affected by the outage.  Please read the order carefully for further details.

Unrepresented parties should be aware that the court provides a fillable Certificate of Service Form in Bankruptcy Cases and Certificate of Service Form in Adversary Proceedings. The court also provides a motion template for bankruptcy cases and a motion template for adversary proceedings if you would like to file a motion for relief from the requirements of General Order 26-3.

Information for Attorneys, Trustees, and Registered Electronic Filers

  • Monitor CM/ECF: Court dockets remain accessible. Registered users should continue receiving NEFs for electronically filed documents.
  • Verify Notices and Deadlines: Do not rely on BNC confirmations during this disruption. Review case dockets through CM/ECF or PACER to verify hearing dates, deadlines, orders, and other case activity.
  • Access to Creditor Mailing Matrices: The BNC disruption is also affecting CM/ECF users' access to the mailing matrix.  Until resolved, CM/ECF users seeking to serve pleadings and delegated notices/orders may access the list of creditors and addresses within a case through the following process:
    • Accessing the List of Creditors:
      • Select “Query” from the top menu in CM/ECF.
      • Input the case number and select the “Run Query” button.
      • Select the “Creditor” link.
      • The next screen will ask what Creditor type that you are searching. You may leave the “Creditor type” selection blank and select “Run Query” to list all creditors.
      • The next screen will display the list of the creditors and addresses to assist with service.
      • Please note that the list of creditors does not include all interested parties to a case, such as the debtor(s), trustees, or the U.S. Trustee. Therefore, parties and counsel should review service requirements to ensure that notice is provided to all appropriate parties, including those not listed on CM/ECF’s list of creditors.
      • You can use the same Query and select “Party” to see a list of parties in the case.
    • These lists may not include addresses registered with BNC’s Electronic Bankruptcy Noticing (“EBN”) program or the National Creditor Registration Service (“NCRS”). Please be aware that any person responsible for service must review the list to ensure that notice is provided to all appropriate persons and not solely those included on the list of creditors.

Information for Self-Represented Debtors and Unrepresented Creditors

Individuals who ordinarily receive court notices by U.S. mail should be aware that delivery of official bankruptcy notices may be delayed.

You may consent to receiving Notices of Electronic Filing from the court through email by submitting a Electronic Consent Form in-person or by mail, fax, or through the Public Document Upload. For bankruptcy cases submit Local Bankruptcy Form ESC-BK.  For adversary proceedings submit Local Bankruptcy Form ESC-AP.

During this disruption, the following resources remain available:

  • Court Website: Visit www.orb.uscourts.gov for court information, hearing calendars, and announcements.

Court Hearings and Deadlines

All scheduled court hearings and existing deadlines remain in effect unless otherwise ordered by the Court.

Parties should continue to monitor their cases and comply with applicable deadlines and court orders.

The BNC service disruption does not automatically extend filing deadlines or postpone scheduled hearings. Any request for an extension of time or other relief must be made in accordance with applicable law and court procedures and is subject to judicial determination.

Additional Information

The Court is monitoring the nationwide BNC disruption and working to assess its impact on the transmission and delivery of official court notices.

We appreciate your patience and understanding while these services are restored.

Updates will be posted on the Court's website as additional information becomes available.
